It addresses the operator of the equipment, meaning whoever has actual control over it, not the maintenance firm.

Notify every job to the database within 30 days
Every job — installation, maintenance, repair, leak check, decommissioning — must be notified to the national FGAS database within 30 days, with the details of the operator, of the equipment, of the type and quantity of gas moved and of the certified technician who did the work. This is not a paper register kept on site: it is an electronic filing, and the clock starts from the job, not from the invoice. The certified firm files it, but the record belongs to the operator, who has to check it is there.

Work out the charge in tonnes of CO2 equivalent
Every F-Gas deadline hangs on a single figure: the fluorinated gas charge expressed in tonnes of CO2 equivalent, that is the kilograms of refrigerant multiplied by its GWP. Without that calculation the operator cannot tell whether the equipment is below threshold, six-monthly or quarterly, and getting the band wrong means skipping mandatory checks. The operator keeps a list of the equipment with gas type, quantity and calculated charge, updating it whenever a unit is added, replaced or recharged.

Leak-check every 6 months (50-500 tCO2eq)
Between 50 and 500 tonnes of CO2 equivalent the checks become two a year. This is the band that catches medium-sized central plants and many commercial chillers, often without the operator noticing: the charge in tCO2eq rises quickly with high-GWP refrigerants even at the same weight in kilograms. With automatic leakage detection the interval moves to 12 months. The check is carried out by an F-Gas certified person on the operator's instructions.

Leak-check every 12 months (5-50 tCO2eq)
Equipment with a charge between 5 and 50 tonnes of CO2 equivalent must undergo a leak check once a year. Where the system has a properly installed and verified automatic leakage detection system, the interval doubles to 24 months. The duty falls on the operator, who must commission the check; the work itself is for an individual holding F-Gas certification. The intervals are confirmed on a specialist industry source; the full text of the regulation has not been read.

Leak-check every 3 months (above 500 tCO2eq)
Above 500 tonnes of CO2 equivalent the leak check is quarterly: four jobs a year, each of which generates a notification to the national database. This is the band of industrial plants and large retail centres. With an automatic leakage detection system the interval doubles to 6 months. The duty stays with the operator of the equipment; the work is reserved to individuals holding F-Gas certification, who issue the check report.

Recover the refrigerant before scrapping
The event that triggers this control is the decommissioning of the unit. Before it is dismantled or sent for scrap the fluorinated gas must be fully recovered, with certified equipment and by a technician holding F-Gas certification; deliberate release into the atmosphere is prohibited in every case. Only once it has been cleared does the appliance follow the waste electrical and electronic equipment route. The recovery job itself generates a notification to the national database.

Use only certified personnel for every job
Installation, maintenance, repair, leak checking and refrigerant recovery may only be carried out by individuals holding F-Gas certification, working for firms that are themselves certified. The operator is not expected to do the work, but is expected to verify that whoever does has a valid certificate: this is the check that gets lost when the maintenance firm changes. Keeping a copy of the firm's and the technician's certificate is the simplest way to show it.
