What UNI 9994-2 covers, in brief
UNI 9994-2 — "Fire-fighting equipment — Portable fire extinguishers — Part 2: Requirements for the knowledge, skills and competence of the fire extinguisher maintenance technician" — is the Italian technical standard describing who can service portable and wheeled fire extinguishers, not how it's done: that part stays with UNI 9994-1. Published by UNI on 10 September 2015 as a first edition, it remains, as of today, the standard in force.
The text sets out the technician's requirements along three dimensions — knowledge, skills and competence — under the European Qualifications Framework (EQF), and distinguishes two professional levels: the Maintenance Technician and the Senior Maintenance Technician, who additionally coordinates the work and handles the client relationship.
Like UNI 9994-1, it's a voluntary technical standard: no law requires compliance with it on its own. It becomes a near-mandatory step because DM 1 settembre 2021 — the "decreto controlli" — cites it as one of the references the legal qualification for fire safety maintenance technicians is built on, now mandatory. It's the familiar double track: technical on one side, enforceable on the other only where a law requires it.
The standard's two professional levels
UNI 9994-2 doesn't describe a single figure, but two levels with different duties and access requirements.

The minimum access requirements — education level, months of experience — are set by each accredited certification body's own scheme, within the limits set by the standard. As an example, one common scheme (Cepas, A Bureau Veritas Company) asks for a lower-secondary school diploma, training on UNI 9994-1's content and at least six months of documented practical experience, with an exam made of two written tests and an oral interview: always check the criteria of the body you choose, they can vary.
One path to the legal qualification, with a simplified exam for experienced technicians
The qualification set out in Annex II of DM 1 settembre 2021 is issued exclusively by the Corpo Nazionale dei Vigili del Fuoco, after a course at a recognised training provider and an exam before a dedicated commission. Accredited third-party certification based on UNI 9994-2 remains voluntary: it isn't an alternative track, but in certain cases it opens the door to a simplified exam.

Either way, the qualification is issued by the Corpo Nazionale dei Vigili del Fuoco: voluntary UNI 9994-2 certification remains the technical reference for the technician's competences and for accredited bodies' schemes, not a second qualification track. What a qualified technician needs to be able to do, in practice
The standard turns "knowledge, skills, competence" into concrete tasks. These are the main ones, for the base level.
- Identify the extinguishing agent, the cylinder type and the unit's general condition before working on it
- Carry out the visual, integrity and documentation checks set out in UNI 9994-1
- Carry out instrumental checks and replace components and the extinguishing agent when the overhaul calls for it
- Carry out the cylinder pressure test within the required timing and method
- Record every job on paper or electronically, with identifiable data and the person responsible
- For the senior level: coordinate the work and handle the client relationship on checks and outcomes
UNI 9994-2, on its own, doesn't require anything from anyone
UNI 9994-2 is a voluntary technical standard: on its own it doesn't require a maintenance technician to get certified. The requirement comes from DM 1 settembre 2021, which cites it as the reference for the legal qualification: presenting it as a "UNI requirement" skips an important step. The requirement sits in the decree; the technical standard is the tool it uses to assess knowledge, skills and competence.
The qualification deadline has already changed four times
The qualification requirement set out in Annex II of DM 1 settembre 2021 has slipped repeatedly since 2022; the latest postponement, DM 15 luglio 2025, sets the new deadline at 25 September 2026 — the same date cited in the guide to the fire safety inspection logbook. Check it anyway with your maintenance provider or the locally competent Fire Brigade command: the date has already changed more than once.
What this actually means if you own the extinguishers
If you own or manage fire extinguishers, you don't need to get certified yourself: the qualification is about the technician who signs the inspection, overhaul and pressure-test reports. But knowing it exists — and that its deadline has already moved more than once — helps you ask the right question of whoever maintains your units: which path did they qualify through, and since when.
The report for each job, with the date and the name of who carried it out, is still the document that matters: it's what goes into the fire safety inspection logbook, not a self-declaration of the technician's qualification. UNI 9994-2 sets out who is competent to do the work; the logbook keeps the proof that the work was actually done.
