What UNI 11473 covers, in brief
UNI 11473 — "Fire-resistant openable doors and windows and/or smoke control dispersion" — is the Italian technical standard that sets out the requirements for installing and periodically maintaining these elements. It applies to doors and windows whose performance was verified by an initial test under UNI EN 1634 (in its various parts), UNI 9723, or Circolare del Ministero dell'Interno 91/1961 — in practice, any door carrying a nameplate or documentation attesting its fire-resistance class.
The standard is split into three parts, published between 2013 and 2014. Part 1 sets the requirements for providing the installation and maintenance service — the one that concerns whoever manages the building most directly. Parts 2 and 3 concern whoever provides the service instead: the first defines the requirements of the organisation that does it (the installation or maintenance company), the second the knowledge, skills and competence required of the individual installer and maintenance technician.
As with fire extinguishers, UNI 11473 is a voluntary technical reference: it comes from the technical-standards world, not from a law. It becomes a concrete obligation because a higher-ranking rule refers to it — in this case DM 1 settembre 2021, which cites it among the applicable standards and requires the work to be logged in the fire-safety inspection register. Confusing the two things — technical standard and legal enforceability — is the most common mistake when talking about UNI 11473.

Scope: which doors, which work
UNI 11473-1 covers two distinct moments in the life of a fire-resistant door: installation, meaning fitting it according to the manufacturer's instructions and the product's classification report, and periodic maintenance, meaning everything that keeps the conditions verified at initial testing in place over time. They're two different stages of the same kind: an incorrect installation can undermine the fire-resistance class just as much as a missed maintenance visit.
The standard doesn't certify the product — that's the job of the door's own marking and declaration of performance, defined elsewhere — but the service built around it: how it's installed, who checks it, with what competence. It's a distinction worth keeping in mind when reading a tender or a quote: "compliant with UNI 11473" describes who does the work and how, not the door itself.
The scope covers openable doors and windows, not fixed elements such as walls or floor slabs — those follow other standards. And it covers specifically fire resistance and/or smoke-control dispersion: two performances a door can have together or separately, depending on what the building's fire-safety design requires.

Who needs to know UNI 11473, and why
It isn't a standard that only concerns whoever holds the screwdriver.
- Whoever manages the building: commissions the service and is accountable, if checked, for having chosen a company organised under Part 2
- The installer and the maintenance technician: Part 3 lists the knowledge and skills they must demonstrate, under a progressive EQF-based qualification
- Whoever keeps the fire-safety inspection register: DM 1 settembre 2021 requires the work required by UNI 11473 to be logged there
- Whoever drafts a tender specification: citing UNI 11473 without specifying the part leaves room for ambiguity about what's actually being required
- Whoever commissions the maintenance: checking that the chosen company is organised under Part 2 and its staff qualified under Part 3 is the minimum due diligence
A voluntary technical standard, not a stand-alone legal obligation
UNI 11473 isn't imposed by any law as such: it's a technical reference that DM 1 settembre 2021 refers to, effectively making it the criterion by which sound maintenance is judged. Describing it as "legally mandatory", full stop, is a simplification that loses the important part: the obligation comes from the decree that cites it, not from the UNI standard taken on its own. The distinction matters when weighing what happens if an inspection is missed.
What falls outside UNI 11473's scope
The standard doesn't cover design — that is, when a compartment requires a door of class EI, and which one, a matter for the fire-prevention code (DM 3 agosto 2015) — nor the manufacture and certification of the door as a product, governed at European level. It covers only the installation and maintenance service for a door that's already classified. If the question is "what class is needed here", the answer isn't in UNI 11473.
