A fire damper closes the hole the duct leaves in the wall, but only if someone tests it.
A fire damper is the one piece of compartmentation that lives above a suspended ceiling, moves once in its entire life and gathers dust in the meantime. Here is what separates a damper from a fire door and a motorised closure, what a proper test looks at — thermal release, fusible link, electromagnet, actuator, intumescent seals — who is allowed to carry it out and what has to be written down afterwards. And, country by country, where an interval comes from a rule and where it comes from the manufacturer's manual.
Damper, clapet, volet, door: what each word actually means
Every ventilation duct that crosses a fire-resisting wall or floor opens a breach in the compartmentation: air travels through it, and so would smoke and flame. The fire damper is the device that closes that breach from inside the duct when fire arrives, giving the wall back the rating it had on the drawings. It is the only piece of compartmentation nobody ever sees: it sits above a suspended ceiling, behind a grille, inside a riser.
The vocabulary changes from country to country, and that is where half the confusion starts. In France the clapet coupe-feu is the damper fitted inside the ventilation duct, while the volet coupe-feu is the movable element driven by the fire safety system on a return air or smoke extraction duct. In Italian, «serranda tagliafuoco» covers both, and sometimes also the roller shutter that closes an opening in a wall. In German the duct device is the Brandschutzklappe, while the door stays a Brandschutztür.
The distinction is not about words: it changes which rule applies, and therefore the interval. In Italy a fire door has a precise figure — at least every six months under UNI 11473 — while no Italian rule sets any figure for a damper inside a duct: what applies there is the product standard UNI EN 15650 and, above all, the manufacturer's manual. Before writing a maintenance plan, then, you need to know exactly which of the two objects you are looking at.
Fusible link, electromagnet, actuator: how a damper is told to close
A fire damper can close by two different routes, and it almost always has both. The first is mechanical and local: a fusible link — an element that gives way at the temperature stated by the manufacturer — releases a spring that swings the blade fully shut. It needs neither power nor a signal, which is why it still works once the fire has taken the supply out.
The second is electrical: an actuator or an electromagnet holds the blade open as long as it is energised and releases it when the fire detection panel says so, or when the supply drops. In France devices driven this way are called DAS, dispositifs actionnés de sécurité, and for dampers the framework is set by the arrêté du 22 mars 2004 modifié together with NF S 61-937-1 and NF S 61-937-5.
Both routes have to be tested, and the test does not end when the blade closes. A damper that closes but will not reset stays shut and cuts the ventilation to the room; a damper that closes without reporting its end position to the panel leaves the operator with no evidence that the installation works. Closing, resetting and signalling are three distinct outcomes, and a serious service report records them separately.
What a damper test actually looks at
What a technician checks, damper by damper. The points are the same everywhere; what changes is the interval and the name of the person who signs.
- The fusible link is present, intact and of the type specified by the manufacturer, not swapped for a generic part
- The actuator or electromagnet releases the blade on command from the panel and on loss of power
- The blade travels fully home and nothing obstructs the seal inside the duct
- Intumescent seals and gaskets are intact, not painted over and not caked with dust or grease
- Resetting returns the damper to its running position and the limit switch reports its state to the panel
- The access hatch can be reached and closed again, and the data plate with model and rating is legible
- The result is written down straight away, with the date, the damper reference and the name of whoever ran the test
The sealed-up ceiling is the costliest mistake of all
A damper you cannot reach is a damper you cannot test: an access hatch buried under a suspended ceiling, under ductwork added later or behind a shelving unit is the single most common reason a test is skipped or closed off with a «no access» note nobody ever reads. The other two classics are dust and grease settling on the blade in a kitchen or a workshop so it never travels fully home, and a repaint of the whole room that covers the intumescent seal or gums up the spindle. In all three cases the damper is installed and rated — it simply does not close.

This is not a single activity either: part of it belongs to the people on site, the rest to a technician. The cadences below follow Italian practice; the country block further down shows how they change.

The visual check has no statutory figure attached: its job is to catch, between two tests, whatever can be seen — starting with the access hatch that has since disappeared behind something.

These are bearings, not a list of uniform duties: of the five countries, only France sets an explicit minimum interval for dampers inside ducts. Where the cell points to the manual, it is because no national rule sets a figure — and an invented figure costs more than a pointer to the source.

Novoferm publishes a freely available maintenance guide for its fire closures, with the check points and intervals of the product itself; ASSA ABLOY's public documentation covers mainly the NF S 61-937 standards framework, with the model-specific manual usually coming through the distributor. Either way, the document that counts is the one for the product actually installed, identified by its data plate: it beats any general rule, because it describes that damper. What remains after the test is the label on the unit, the technician's service report and — in France — the entry in the building's registre de sécurité.

NoteFrance is the only one of the five countries to set an explicit minimum interval for dampers. Two references circulate wrongly and are worth avoiding: the label «IT 246» does not cover fire dampers, and a general six-monthly interval for classified industrial sites is not confirmed — if your site is an ICPE, the interval is the one in your own prefectural order, which has to be read.

How often should a fire damper be tested?
It depends on the country and on the device. In France fire dampers are checked at least once a year, under the arrêté du 22 mars 2004 modifié and the NF S 61-937 standards. In Italy and Germany no national source sets a figure for dampers fitted inside ducts: the interval comes from the manufacturer's manual and the maintenance plan. For fire doors and closures the figures do exist: at least every six months in Italy under UNI 11473, no more than every twelve months in Germany under ASR A1.7. In Switzerland and Austria you are back to the manual and to whatever the local authority requires.
What is the difference between a fire damper, a fire door and a fire shutter?

Either way the document that counts is the one for the product actually installed, identified by its data plate: two models from the same brand can have different check points and different intervals.
Who is allowed to test a fire damper?
A technician qualified on the device itself, not the general ventilation contractor: the test covers a safety release and its link to the fire detection panel. France speaks of a competent technician for safety-actuated devices, Germany of a Sachkundiger, Italy of a qualified maintenance technician — with requirements set by UNI 11473 for doors and by the manufacturer's manual for dampers. The visual check, on the other hand, can be handled by trained in-house staff.
