Italian kit for companies with photovoltaic or self-generation plants, an energy audit obligation, or equipment containing fluorinated gases. Covers the annual consumption return to the Customs Agency for licensed electricity works, the meter reading register, GSE duties, the four-yearly energy audit, F-gas leak checks, verification of leak detection systems, equipment records and the national F-gas database. It does NOT cover incentives and grid connection, the ETS market, white certificates, building energy certification or domestic heating plant maintenance.

File the annual electricity consumption return by 31 March
The holder of an electricity works licence files electronically with the Customs and Monopolies Agency the annual consumption return, form AD-1, with the previous calendar year's generation, sale and consumption figures, by 31 March. The evidence is the electronic acceptance receipt for the return. Applies to photovoltaic plants above 20 kW under net metering or partial sale that use the energy in premises other than dwellings, to plants above 20 kW using renewable sources other than biogas that export all their energy to the grid, and more generally to every holder of an electricity works licence; plants up to 20 kW are exempt.

Keep the F-gas equipment records
For each item of equipment subject to leak checking the operator keeps a record with the type and quantity of gas installed, added or recovered, the details of the certified company and technician who worked on it, and the dates and results of leak checks and repairs. Records must be kept for at least five years and made available to the authority on request: the evidence is the per-equipment record, on paper or digital. Applies to all operators of equipment subject to the leak-checking obligation.

Run the periodic F-gas leak check
The operator has certified personnel carry out leak checks on equipment containing fluorinated gases, at a frequency proportional to the charge expressed in tonnes of CO2 equivalent; detected leaks must be repaired without delay and a follow-up check performed within one month of the repair. The evidence is the leak check report issued by the certified company. Applies to equipment holding at least 5 tonnes of CO2 equivalent of Annex I gases or more than 1 kg of the Annex II section 1 substances, excluding hermetically sealed equipment below 10 tonnes of CO2 equivalent: the frequencies are at least every 12 months below 50 t CO2eq (24 with a detection system), every 6 months from 50 to 500 t (12 with detection) and every 3 months above 500 t (6 with detection).

Maintain and inspect the photovoltaic plant
Carry out scheduled maintenance of the photovoltaic plant — module cleaning, torque checks, inverter and switchboard verification, thermography, interface protection system test — and record the results, so as to preserve the performance declared to GSE and the electrical safety of the installation. The evidence is the service report from the installer or maintenance contractor. Applies to grid-connected photovoltaic plants: the periodic test of the interface protection system is required by the distribution operator under the CEI 0-16 and CEI 0-21 technical rules, at an interval set by that operator and often five-yearly. Review the GSE obligations of the incentivised plant
Check on the GSE portal the status of the active agreements — dedicated withdrawal, net metering, incentives — and of the required filings: periodic declarations, anti-mafia documentation for incentives above the statutory thresholds, notification of changes in ownership, capacity or plant configuration. The evidence is the set of portal submission receipts. Applies to owners of renewable plants with an active GSE agreement, bearing in mind that the duties stem from each agreement's own operating rules rather than from a single periodic obligation. Log the electricity works meter readings
Record in the electricity works production register the readings of the metering units — energy generated, exported, self-consumed and imported — at the frequency prescribed in the licence, so as to feed the annual return. The evidence is the register with dated, signed readings. Applies to holders of an electricity works licence, the actual reading frequency being stated in the licence issued by the competent Customs office. Cadence to be confirmed on the cited source.

Check that F-gas interventions are filed in the national database
The certified company performing installation, maintenance, repair, leak checking or decommissioning on equipment containing fluorinated gases files the intervention data in the national F-gas database within thirty days, and the operator must verify that the filing was made, because the database record is the proof of compliance. The evidence is the intervention record downloaded from the database portal. Applies to work on fixed refrigeration, air-conditioning, heat pump, fire protection and electrical switchgear equipment containing fluorinated gases: the filing duty formally falls on the certified company and the penalty for failure to file ranges from EUR 1,000 to EUR 15,000.

Carry out the energy audit and file it with ENEA
Large enterprises and energy-intensive enterprises have a qualified auditor — an ESCo, an energy management expert or a certified auditor — carry out an energy audit of their production sites and upload it to the ENEA portal by the four-year cycle deadline. The evidence is the audit report together with the portal upload receipt. Applies to large enterprises, that is above 250 employees or with turnover above EUR 50 million and a balance sheet total above EUR 43 million, and to energy-intensive enterprises on the CSEA list; large enterprises consuming less than 50 toe are exempt from the audit but must register on the ENEA portal and upload a self-declaration.
