Italian kit for anyone keeping a semi-automatic or automatic external defibrillator in a company, a sports facility, a residential building or a place open to the public. It covers notifying the 118/112 emergency dispatch centre when the unit is installed, keeping the filed data current, battery and electrode expiry dates, the status check to be logged at least once a week (D.M. 16 marzo 2023), putting the unit back in service after every use, and the disposal of spent batteries and pads. Consumable intervals, by contrast, are not set by law: what counts is the expiry date the manufacturer prints on each item.

Replace the pads at expiry and after every use
Pads carry a conductive gel that dries out: past the expiry date the shock may not be delivered properly. Here too the lifetime is declared by the manufacturer — typically two to three years — and not by law; the 24 months proposed are a cautious default to be aligned with the packaging. Pads must also always be replaced after any use on a patient, even if not expired, and a spare set kept if the manual calls for one. The person responsible for the AED sees to it.

Replace the battery by the manufacturer's date
An AED battery runs down even if the device is never used. No law fixes a lifetime: what counts is the date the manufacturer prints on the battery, typically two to four years depending on the model on the Italian market. The interval proposed here is a cautious default — 24 months — and should be replaced with your own device's real expiry as soon as you read it. The swap is done by the person responsible for the AED or by an appointed technician, following the manual.

Hand spent batteries and pads to separate collection
The event that triggers this control is the replacement itself: the moment battery and pads leave the device they become waste. Spent batteries and accumulators are classified as hazardous waste and must be collected separately through the dedicated take-back schemes, never with mixed municipal waste. Whoever holds the AED sees to it, handing them to the distributor, the collection centre or the authorised operator who takes them; used pads follow the healthcare-waste route or the channel the manufacturer indicates.

Log the AED, battery and pad status every week
D.M. 16 marzo 2023, the decree implementing Law 116/2021, requires the responsible person to keep a register recording AT LEAST ONCE A WEEK the operating status of the AED, its battery and its pads (Annex A, point C.4, letter b). The check is done by eye: look at the self-test indicator or display, confirm that the unit is in place, reachable and signposted, and that battery and pads are not expired. Someone appointed by the responsible person does it, with no technician needed. The reminder on this line is monthly — the shortest interval the schedule can represent — but the entry in the register stays weekly.

Return the AED to service after every use
After an intervention on a patient the defibrillator is no longer ready: the pads are used, the battery has delivered energy and the unit must be reconditioned before going back in its cabinet. The responsible person replaces the pads, checks the remaining charge as the manual requires, restarts the self-test and records the event. It is an internal task that no schedule can anticipate: the use itself triggers it.

Keep the data filed with the dispatch centre current
Filed data goes stale: an AED moved to another floor, replaced by a different model or fitted with new battery and pads no longer matches what the dispatch centre holds, and a rescuer sent to fetch it will not find it. The person responsible for the device checks at least once a year that location, model, access hours and filed expiry dates still match reality, and sends in the changes. It is an organisational task that completes the registration.

Notify the 118/112 dispatch centre at installation
Whoever installs a defibrillator notifies the territorial 118/112 emergency system, stating the exact location, make, model and consumable expiry dates. The 60-day term in Law 116/2021 (art. 6(1)) applied to AEDs already in service when the law came into force, not to the purchase of a new unit: a new installation is notified straight away, and the two months proposed here are simply the margin that mirrors that term. Sports clubs using public sports facilities share the device and register it with the competent 118 centre (D.M. 7 aprile 2023). The duty falls on the owner of the premises, the sports club or the operator of the public place, not on the installer; the notice follows the procedure published by the regional dispatch centre. The evidence is the receipt or confirmation returned by the centre.
