Maintain work equipment and keep the maintenance log
The employer must ensure work equipment is maintained in an efficient state, in efficient working order and in good repair; reg. 5 does not require a maintenance log to be created, but where one exists it must be kept up to date. The frequency comes from the manufacturer's instructions and the risk assessment, and evidence is the maintenance log with the work carried out, dates and the technician who did it. Applies to all work equipment: where the manufacturer supplies a maintenance log, as with cranes, MEWPs and fork lift trucks, keeping it up to date is mandatory.

Inspect work equipment under PUWER
Work equipment whose safety depends on installation conditions must be inspected after installation and before first use, after reassembly at a new site and, where exposed to conditions causing deterioration, at suitable intervals and after exceptional circumstances. The result must be recorded and kept until the next inspection, and if the equipment leaves the undertaking it must be accompanied by the record. Applies to all work equipment except that covered by specific regimes: power presses, lifting equipment under LOLER, work-at-height equipment under the Work at Height Regulations 2005 and certain mining equipment.

Annual thorough examination for other lifting equipment
Lifting equipment not used for lifting persons and not classed as an accessory must be thoroughly examined at least every 12 months where exposed to conditions causing deterioration, and after exceptional circumstances, with inspections by a competent person at suitable intervals in between. Evidence is the report of thorough examination. Applies to overhead travelling cranes, cranes, hoists, fork lift trucks, tail lifts, winches and vehicle lifts; the latter fall into the six-monthly cycle where they lift people in a working position.

Draw up and review the written scheme of examination
The user of an installed pressure system, or the owner of a mobile system, must have a written scheme of periodic examination drawn up or certified by a competent person, covering all protective devices, vessels and pipework whose failure could cause danger, specifying the nature and frequency of examination. The scheme must be reviewed at appropriate intervals and modified on the competent person's recommendation; without a valid scheme the system may not be put into service. Applies to pressure systems containing a relevant fluid (steam, gas above 0.5 bar, superheated liquid) such as compressors with air receivers, autoclaves, steam generators, industrial refrigeration plant and sterilisers; below 250 bar litres many duties do not apply.

Carry out the examinations required by the written scheme
The pressure system must be examined by a competent person according to the nature and frequency set in the written scheme, and the report must state the defects, the repairs needed and the date of the next examination. A typical interval for the air receivers of small compressors is 26 months, but the scheme always prevails and using the system beyond the due examination date is an offence. Applies to all systems covered by a written scheme, with widely varying intervals: 12 months for some steam boilers, 26 months for air receivers, 60 months or more for some pipework. Thorough examination every 6 months for lifting persons and accessories
Equipment used for lifting persons and accessories for lifting exposed to conditions causing deterioration must be thoroughly examined by a competent person at least every 6 months, and also whenever exceptional circumstances occur; instead of fixed intervals an examination scheme drawn up by a competent person may be used. Evidence is the report of thorough examination stating the defects found and the timescales for repair. Applies to mobile elevating work platforms (MEWPs), passenger lifts and hoists, disabled-access lifts and all accessories: slings, chains, shackles, hooks, eyebolts and spreader beams.

Re-inspect the condition of asbestos materials annually
The management plan must include adequate measures for monitoring the condition of asbestos-containing materials left in place: HSE guidance indicates a visual re-inspection at least annually, checking for damage, deterioration and failure of encapsulation and updating the register. Urgent action is required if the material is found damaged, and evidence is the dated re-inspection report. Applies to non-domestic premises where asbestos-containing materials have been left in place; materials in poor condition or in high-traffic areas need checks more often than annually.

Review the asbestos management plan
The dutyholder for non-domestic premises must assess whether asbestos-containing materials are present, prepare a management plan with adequate measures for monitoring their condition, record the measures implemented, and review and revise the plan at regular intervals and without delay if there is reason to suspect it is no longer valid or the premises have changed significantly; HSE duty-to-manage guidance points to review every 12 months or sooner if necessary. Evidence is the asbestos register with the updated plan, made available to anyone who might disturb the materials, including contractors and maintenance staff. Applies to anyone with maintenance or repair duties over non-domestic premises, including the common parts of residential buildings built or refurbished before 2000; a specific refurbishment and demolition survey is needed before intrusive work.
