Heating and cooling systems — mandatory servicing (France)
A list of checks and obligations with their cadence, ready to add to your agenda.
For occupants, owners and building managers in France, and for businesses running thermal plant. Covers chimney sweeping, the two-yearly servicing of heat pumps and thermodynamic systems from 4 to 70 kW, the five-yearly periodic inspection of heating and cooling systems above 70 kW, and refrigerant leak checks (F-gas). Does NOT cover the annual boiler service for 4-400 kW appliances, already in the ToriSet catalogue for France, nor lift, domestic gas or electrical checks.

Have heating and cooling systems above 70 kW inspected every 5 years
Thermodynamic and heating systems with nominal power above 70 kW undergo a periodic inspection every five years by an accredited professional, who assesses efficiency and sizing against needs; the first inspection must take place within five years of installation or replacement. Proof is the inspection report given to the owner or building manager, to be kept at least ten years together with the HVAC logbook maintained between inspections. Applies to heating and thermodynamic systems above 70 kW in residential and commercial buildings, the owner or building manager being responsible; high-capacity plant located in an ICPE may also be subject to the prefectoral order.

Have the heat pump serviced every two years (4-70 kW)
Thermodynamic systems (heat pumps, reversible air conditioners) with nominal power between 4 and 70 kW must be serviced once every two calendar years by a qualified professional, who issues a servicing attestation within 15 days; the first service is due at the latest two years after installation or replacement. Proof is the signed attestation. Applies to thermodynamic systems of 4 to 70 kW useful nominal power, the duty falling on the occupant for individual systems and on the owner or building manager for shared ones.

Perform the second annual sweep for solid or liquid fuels
For solid- or liquid-fuel appliances (wood, pellets, heating oil, coal) the flue is swept twice a year, one of those during the heating season. Proof is the year's second sweeping certificate; use this rule instead of, not in addition to, the annual sweeping rule, since the six-month frequency absorbs the annual duty. Applies only to solid- or liquid-fuel appliances: gas appliances stay on annual sweeping. Cadence to be confirmed on the cited source.

Establish who must have the annual servicing done
For an individual system the duty falls on the occupant of the dwelling, unless the tenancy agreement says otherwise; for a collective system it falls on the owner or on the managing agent of the co-owners. This is the distinction that loses the most deadlines, because tenant and owner each assume the other is dealing with it. The control puts in writing who orders the visit and who keeps the certificate, before the heating season.

Have the refrigerant leak check carried out
The operator has equipment containing fluorinated gases leak-checked by a company holding a capability certificate, with certified personnel. Proof is the intervention record (Cerfa 15497) and the entry in the equipment logbook. Applies to equipment with a charge of 5 tonnes CO2 equivalent or more: from 5 to under 50 t CO2e every 12 months (24 with a permanent leak detection system), from 50 to under 500 t CO2e every 6 months (12 with detection), from 500 t CO2e upwards every 3 months (6 with detection), a detection system being mandatory from that threshold and itself checked at least yearly; for equipment containing only HFOs or unsaturated HFCs the same bands are expressed in kilograms of charge, from 10 kg and then 100 kg.

Have the flue swept at least once a year
Flues and connecting pipes must be swept at least every twelve months by a qualified professional. Proof is the named sweeping certificate, which insurers also require after a claim. Applies to the flues of combustion appliances (gas, wood, pellets, heating oil, coal); for solid or liquid fuels the frequency is two sweeps a year, covered by the dedicated rule. Cadence to be confirmed on the cited source.

Check the ban before replacing an oil-fired boiler
The event that triggers this control is the replacement of the appliance. Since 1 July 2022 an oil-fired boiler can no longer be installed in an existing dwelling: the implementing text is the decree of 5 January 2022, published in the Journal officiel of 6 January 2022, adopted under law 2021-1104 (loi Climat et résilience), which is the legislative framework and not the implementing text. On removal, practice is to have the tank neutralised or degassed by a professional, a step the source consulted does not confirm and which should be checked with the contractor. It is for the owner of the installation to find out.

Have boilers of 4-400 kW serviced once a year
Boilers with an output between 4 and 400 kW must be serviced once every calendar year: inspection of the appliance, cleaning and adjustment, assessment of efficiency and pollutants, advice on use. The deadline is the calendar year, not twelve months from the last visit, so having it done in November does not move next year’s date. At the end the professional qualified under article 16 of law 96-603 issues a certificate, which is the proof of compliance.
