Fire detection and hose reels — RIPCI (Spain)
A list of checks and obligations with their cadence, ready to add to your agenda.
For the holder of a building or business in Spain fitted with a detection and alarm panel, manual call points, equipped hose reels (BIE) or hydrants. It schedules the periodic checks of RIPCI Tabla I, the annual maintenance of Tabla II — which only an authorised maintenance company may carry out — and the two long-cycle deadlines everyone forgets: verifying detectors past their service life and replacing hoses. Extinguishers have their own kit, and so do emergency lighting and photoluminescent signage.

Verify detectors past their service life
Where the manufacturer states no different service life, the RIPCI treats it as ten years from entry into service; past that threshold a representative sample of detectors is verified and the verification repeats every five years. It is carried out by the authorised maintenance company, which documents the sample chosen and the outcome; the obligated party is the holder of the installation. This is the deadline that never announces itself, because no alarm sounds as a detector ages: the reminder runs from the date the system entered service.

Have the annual hose reel maintenance carried out
For equipped hose reels Tabla II names UNE-EN 671-3 explicitly: annual inspection and maintenance of the cabinet, hose, nozzle, valve and fittings, including a check of operation under pressure. Here too the work is reserved to an authorised maintenance company or to the manufacturer's staff, while the duty to have it done and to keep the record belongs to the holder of the installation. Long-cycle pressure testing and hose replacement follow cadences of their own.

Run the six-monthly RIPCI checks (Tabla I)
Tabla I does not have a single cadence: next to the quarterly column it has a six-monthly one, gathering the items whose check the regulation spaces six months apart. The same regime applies as for the other column — the holder, their staff, the maintenance company or the manufacturer may carry it out — and it has to be recorded with date and outcome. This control exists because an installation that only runs the quarterly round leaves half the table uncovered: which items those are must be read from the Tabla I applicable to the installation.

Have the annual detection maintenance carried out
Once a year the programmed sequences of UNE-EN 23007-14, which Tabla II names explicitly, are run on the detection and alarm panels: testing of circuits, power supplies, alarm transmission and the devices the panel drives. At this level the holder cannot act alone: Anexo II reserves the work to an authorised maintenance company or to the manufacturer's staff. Proof: the annual record, which also lists the points found out of service.

Replace the hoses of the hose reels
Fire hoses must be replaced at least every twenty years, unless the manufacturer certifies a longer durability for those particular hoses: it is one of the few RIPCI deadlines written in years rather than months, and it falls due when the installation has already changed maintenance contractor several times. The authorised maintenance company does the work at the holder's request; the manufacturer's certificate, where it exists, belongs with the record, as it is the only thing that justifies a hose older than twenty years. The periodic pressure tests still apply and may force an earlier replacement.

Run the quarterly RIPCI checks (Tabla I)
Every three months the items Tabla I of Anexo II places in this column are checked: panel indicator lamps and fuses, manual call points, supply batteries, visual and audible warning devices, accessibility and signage of hose reels and hydrants. Tabla I allows the holder or their staff to carry them out, as well as the maintenance company or the manufacturer; the obligated party is still the holder. Which items sit in this column and which in the six-month one is stated by the table, and it has to be read against the installation actually in place.

Hand retired panels and detectors over as WEEE
Replaced panels, modules, call points and detectors are electrical and electronic equipment: the professional user stays responsible for them until they are handed to a collection point or an authorised manager, who issues the delivery note. This fires at every replacement, not only when the whole system is decommissioned — and it is typically the maintenance company that takes the material away, with the accompanying document. Standby batteries in the panel follow the batteries and accumulators stream.
