Have the emission measurements of the boiler plant carried out
For boiler plants covered by the EG-K, the authority determines in the permit whether and to what extent acceptance measurements and periodic or continuous emission measurements are required; for plants below 50 MW fuel heat input, § 14 and Annex 3 of the FAV 2019 apply and require an annual inspection. The proof is the expert's report, sent to the operator within three weeks of the check. Applies to boiler plants covered by the EG-K 2013, as a rule industrial or commercial plants above certain capacity thresholds; the interval is not set by law but by the authority's decision on the individual plant.

Appoint the waste officer
Companies with more than 100 employees (that is, from the 101st) must appoint a professionally qualified waste officer (Abfallbeauftragter) and report the appointment and its revocation to the authority without delay, electronically through the EDM register under § 22 para. 1 AWG 2002. The proof is the appointment record with the declaration of consent and the qualification certificate, kept until one year after the appointment ends. Applies to companies with more than 100 employees, counted per site (Betrieb); below that threshold the appointment is voluntary but often useful.

Register in the EDM system as a hazardous waste producer
Anyone generating hazardous waste or waste oils at least once a year must register electronically on edm.gv.at within one month of starting the activity and obtain the site identifier (GLN) to be used on waste transfer documents; any change or cessation must be reported within one month. The proof is the EDM registration confirmation with the site GLN. Applies to primary producers of hazardous waste (Abfallersterzeuger) whose activity started after 12 July 2007; for waste oils the duty starts at 200 litres a year, producers of non-hazardous waste only are not required to register, and registration is free of charge.

Keep the waste records
Parties subject to the record-keeping duty must document electronically the type, quantity, origin and final destination of hazardous and non-hazardous waste; the records are the basis of the annual waste balance report. The proof is the electronic records, kept for at least seven years from the day of the last entry under AWG 2002 § 17. Applies to waste holders (primary producers, collectors, treaters and landfill operators); excluded in particular are private individuals, farming and forestry businesses not subject to accounting duties, those taking back identical or equivalent products they sold themselves, and carriers of non-hazardous waste only.

Submit the annual waste balance report
Submit the annual waste balance report for the previous calendar year as an XML file via edm.gv.at by 15 March, or a nil report (Leermeldung) if there was no activity. The proof is the EDM submission receipt: failing to report for two consecutive periods voids the permit under AWG 2002 § 27. Applies to record-keeping obliged waste collectors and treaters; carriers only, certain property managers and operators exempt from permits are excluded.

Draw up the waste management concept
Companies that generate waste and employ more than 20 people must draw up the waste management concept (Abfallwirtschaftskonzept) within twelve months of starting operations or of hiring the 21st employee. The proof is the signed concept, kept on site for the authority. Applies to companies with more than 20 employees that generate waste; a valid EMAS environmental statement replaces the waste management concept.

Update the waste management concept
Update the waste management concept whenever there is a substantial waste-relevant change, and in any case at least every seven years. The proof is the dated updated version of the concept. Applies to the same companies that must draw up the concept: bring the update forward whenever waste streams change significantly (new production line, new site, new materials).

Check the packaging obligations
Whoever places packaging on the Austrian market must join a collection and recovery system (Sammel- und Verwertungssystem) and report the quantities placed on the market periodically, unless the small-quantity rules apply. The proof is the system contract and the quantity report receipts. Applies to packaging manufacturers and distributors (including service packaging), importers, packaging traders, businesses placing packaged goods on the market, fillers and packers, and those who import or buy packaged goods and unpack them on site; forwarders and commissioned carriers, commercial agents and packaging intended for export are excluded.
